What's the minimum budget to make this work?

Locally, $500 to $2,000/mo in ad spend is enough to see real signal for most exterior cleaning trades. Under that, the algorithm doesn't get enough data to optimize well. I'll tell you honestly if your budget's too thin before I take it.

Why not just run Google Ads instead?

Different job. Google catches people actively searching; Meta reaches people who'd want the job done but haven't searched yet. In smaller (Tier-3) markets, Meta's cost per lead is usually lower because you're not bidding against as many advertisers for the same keyword.

How fast will I see leads?

Campaigns typically go live within days. Meaningful volume usually shows up in the first 1 to 2 weeks, though the first week is often rougher while the algorithm learns.

Do I need a website or pixel already set up?

No, instant-form ads work without a website. If you do have a site, I'll add tracking so we know which leads actually turn into jobs, not just form fills.
